Peking, July 15, 1909. HIS Majesty's consul-general at Yünnan-fu has informed me by telegraph, on what he states to be credible authority, that two Americans have been engaged in the United States for the posts of chief and assistant engineer respectively on the projected railways from Yunnan-fu into Szechuan, and from Yunnan-fu to Tengyuch. In discussing the above statement privately with the American chargé d'affaires to-day, I reminded him of the Chinese obligations to us as regards the latter line, and pointed out that the appointments reported would constitute a breach of faith.
Mr. Fletcher told me that he was not aware of any such appointments having been made, and at his request I have telegraphed to the consul-general for further details.
